if i have 10 charge and use 2 mind whips just one goes where i want it and the second goes random?

Obviously because the first one will eat all Charge lol. Honestly LCCB is Best unless you doing some Railway Manual ♥♥♥♥.

Y'know, it's a weird one, there's like two of these, W Donny and perma-headache Ishmael, Don's states it is "on use" which guarantees it'll succeed or not depending on the Charge at the time (allowing for Charge + Rip combos), but...

So far I'm under the impression Ishmael's Mind Whip just needs her to be at 10 Charge when the combat starts, scrambling the target if it isn't at 10+ in that moment, otherwise keeping the target as assigned.

But I could be mistaken (and really lucky/careful thus far), though. Hard to say which of the two occured. Considering her lackluster attack power (otherwise), it'd be nice if it worked like that, though.

I can confirm that's not how it works. queued up two mind whips on a 10 charge Ish during the last round of a fight so the last enemy died before her attacks went off; one was cancelled, one was friendly fire.

Mind Whip takes off all charges at the start of combat, even if she have other charge-gain skills used first in the same turn it'll retain for the next. Whereas Rip Space only takes off the charge when it's used, so it's possible to, say, telepole-rip at the same turn from 0 charge.
It says "on use, spend all charge, if less than 10 charge, perform an unopposed attack to a random unit" or something like that, so it is per whip

tbh,i think the skill should say that it consumes 10 charge instead of everything. it would allow for 2 safe mind whips (maybe also make it so that you can have 21 charge so you end up with 20 charge on the next turn unless that's already a thing)

You used to be able to double mind whip with 10 charge safely but I think they fixed it around the time Telepole Don came out
