As this game isn't a direct sequel to either of those games playing them will mainly give you a better idea of what the City is like as whole, it won't really impact your understanding of Limbus's main story.
Play Library of Ruina if you'd like to learn about the City and its inhabitants, its also just a really great game and has similar combat to Limbus.
I'd say you can play Ruina and Limbus simultaneously since Limbus is still in its early lifespan and therefore doesn't have a ton of repeatable content.
The characters in all 3 games are extremely lovable and the story is wonderful. Many people play Limbus and then play the other 2 games once they catch up with the current content since they become curious about the City etc. But yeah, Lobotomy is designed to make you suffer so maybe watch a summary or a video wit hall the cutscenes.
