What do offence/defense levels actually do?

I've tried understanding the tutorials for them but I still have no clue what they do, aside from a very basic understanding of increasing/decreasing damage dealt/taken

It affects your base skill power, for example you skill does 4 + 2x2 per coin (40 level) vs a 4 + 2x2 per coin (30 level), it will end like this once they clash your 6 + 2x2 coin vs 4 + 2x2 coin because of the difference in levels.

^ what minake said and as for def level im pretty sure its +-3% damage per lvl. +3% if atk is higher and -3% if atk is lower. somewhere around that

The other commenters have solid explanations, but I would like to add that offence levels affect coins on attacking skills, while defense levels affect the coins on defense skills.

I thought it was 1 skill power per 5 difference. That's what I've read, but I haven't done any experiments to test really.

I'm pretty sure it affect only clashes and not actual damage. Never once notice any variations in damage.
