Rupture probably needs a slight rework.
As the title said, there's nothing wrong with rupture inherently but the way +1 rupture count and adding rupture to a target interact it makes 7 sector 6 feel pretty bad. The basic results I've found is that even with the changes made rupture can almost never actually build up. It's expended the moment the enemy is struck meaning that in order to increase rupture count by 1, you need to increase it by 2. If you're trying to apply additional counts of rupture, even with relics that are supposed to multiply the amount of rupture applied, the excess is often either completely lost or reduced to 1 count of 1 rupture.

it would be nice if skills meant to built up rupture didn't trigger it as kind of a big sweeping change. No character in the game applies rupture with all abilities, and even if there was one they wouldn't make up the whole of the party. This would solve a lot of the almost useless rupture skills like Seven sector 6 Director's +2 rupture count attack. Because it applies one rupture count per an attack, the target already needs to have 2 rupture on them for it to be useful at all. If the actual point of the attack is that it was technically supposed to extend their level of rupture to 3 attacks, they should have made it applies those counts of rupture before the attack lands in some capacity. As of now it's basically just +1 damage until you torture a centipede in a box or LCCB Ishmeal hit the target first.

You can look at Dimensional Rift that Yi Sang and Hong Lu have with their EGOs to know that it's very possible to stack Rupture if it happens on turn end instead of on the moment you apply Rupture.

The fact that those 2 EGOs even exist show that PM are intending on adding Rupture support for the upcoming IDs, which as shown with Bleed, is very possible to make the status effect pretty dang strong.

the real issue with Rupture at present, is that sources of Rupture Count are sparse to non-existent. other status effects have similar issues, like a significant chuck of Poise IDs (RIP KK Rodia, passive requires poise but can only gain count at a +1 before stacks are applied so unless she already has some, it doesn't exist), and almost everything Tremor and Sinking.
Of course Rupture is hit especially hard since it triggers off every hit, so unless you've already stacked Rupture Count every source of Rupture reads "Do X extra damage"

Ah, well I suppose late it better than never one this one. Wish the new rupture support wasn't suck on egos though. I have zero luck rolling those and we're about to move seasons so no way I'm going to be building up the ego shards any time soon.

We still don't even have any WAW or ALEPH Ego's, odds are we'll see more support for these effects if they seem appropriate or thematic to upcoming ID's or Ego's.

once we get more sources of count up like ishmaels skill 3. rupture has the potential to get really good, especially with things like yi sangs dimension shredder that causes any hit on a enemy with 2+ count to never expend count. it's also just bonus true damage every attack, and "if" you can stack it it could get pretty nutty. like 50 bonus damage every attack (a 4 coin skill would do base damage +200 lol. even just 10 rupture would be 40 bonus damage on said skill)
There are still a lot of Status Effects and Identities that need Rework for Viability but it's always gonna be to how Lazy P.M. is. W.Meur and whole Blade Lineage comes to mind. Not everything should be just about Braindead Gacha DPS Powercreep ( High Coin Clash Value to Win ). This Game has such a Massive Amount of Potential when it comes to Mechanics but it's always up to how much Work the Dev wants to put into the System. What if Reflection/Counter Attack Enemies got introduced for example and you could just get one shotted if you wanted to Mindlessly Auto 100% with a R. Cliff. Enemy Stances, Modes, etc...

I would expect this from a PM title. It's still the early stages of the game & they're known for their difficulty spikes after all. If something has enough reasonable concern for change though, they're likely to do something about it. Would be nice to see W Corp. Meursalt have better self charge management currently though.

I Imagine they're very intentionally taking future egos into account for balancing purposes based on other comments here. Since their passives don't necessarily require anything other than using the ego to begin activating I can see them saying, "If the battle isn't tough enough to force you to plan and set up egos, then you're probably fine." At the moment a well built time doesn't actually need more than 40% of its strength to break through most content. Usually outside of thread grinding they finish the battle in 1 to 2 turns.

That said, as the story continues its my personal theory that identities will begin receiving an additional advancement mechanic beyond levels and unlock stage of some kind in the future. Possibly requiring a special resource made out of ego shards to unlock or using some mechanic like over clock to access them in the fight. It'd just make sense for the way the game's power creep has moved between chapters 1, 2, and 3. Just not sure how'd they do it at the moment, and I doubt we'll be seeing anything like it any time soon considering the previous comment of unless you're fighting some of the hardest bosses in the game you're generally playing on auto-pilot right now.
