It kinda does? Any skills that don't state it inflicts Count deal 0 count, with the exception of a target that doesn't have the status, then it inflicts 1 count for the status to exist.
Thunderbranch just means that those skills always deal 1 Rupture Count in addition to whatever rupture already on there. My experience has been that the added count is put *after* rupture has triggered, so you need a Rupture Count of 2 on the target for the the stack not to reset, and then you see each of those hits preserve the same count on the target instead of lowering it.
So you end up with the situation you stated, 2, 3, 4 with 1 rupture count each, that gets reset every hit instead creating a stack of count/potency each hit. It only really stacks for hits that already have Rupture Count on them at the moment of the hit (So in Quick Suppression's case, you'd need a count of 4 for the status to not be reset on the 3rd coin that inflicts Rupture).
That's been my experience, but it's been 3 or so weeks since I ran rupture stuff and had the Thunderbranch, so I don't know if it's changed since.

Implies skill that deal rupture deal the normal X potency Y count and then ad +1 X and Y
