It's less that they can manifest a form of EGO and more that Distortions themselves are essentially a perversion of what a person's EGO is.

Distortions can be calmed down. In the distortion detective, Moses deals with and can see when a person is going to distort and normally tries helping with there problem will un-distort them. This doesn't mean you can no longer distort but can be "fixed". Manifesting a EGO requires a different mind state. So Papa Bongy just got suppressed rather than fully come to the terms with his mind.

You can't extract EGO from a distortion like you can from an abnormality. So the sinners won't get a bongy EGO.

If you mean why didn't he manifest EGO: that's because he never got to the needed state of mind for that. To get EGO one must be fully committed to their goal, so much so that you would deny your own base desires to achieve it. You must fully realize your own ego to get EGO without giving in into your desires. You must accept each and every part, no matter how ugly, of yourself and be confident with them to wield yourself as a weapon.

Should you fail at that process aka not accepting being able to accept some parts you'll either get a psychoment which is a weak form of EGO or you'll give into your desires and you'll distort.

Psychoment = EGO. They both mean the same thing, YuRia just needed a word to describe these strange manifested items. YuRia would likely call the red mist's ego a "psychoment." + Yuria didn't know that L corp callede psychoments "EGO"

There s 4 types of EGO:

innate
refined
unrefined
psychoment

innate is a fully manifested and perfected EGO (Kali, Xiao, Dongbaek)
refined is all EGO produced by L corp
unrefined is what Angela used in the Library (she literally just used the entire abno as EGO)
psychoments are not fully realised innate EGOs (the sinners, Moses)

you can even see Yi Sang evolving his incomplete EGO at the end of chapter 4.
if you dont want to call it psychoment, just call it incomplete EGO. If it were complete EGO we would not have needed 7 sinners to manage dongbaek who isnt even all that experienced in fighting.
Innate EGO is insanely strong and the sinners clearly do not have that which is why it s a lesser EGO which i call psychoment since YuRia called it that.
