Answering your question OP, he is decent imo. He is quite tanky, high HP and can reduce own stager treshold with 3 skill. In ch 3 can deal insane damage. Though his passive sucks ass and you might want to think about how to reduce the SP of enemy team gradually, as his damage shines when their sp is slightly lower.
low speed means if anyone on your lineup's getting unopposed attacks in a non abno battle, it's usually jefe sinclair. as has been mentioned, panata party makes him very hard to stagger. he also pairs well with IDs who can buff slowest unit like g corp outis.
mostly jefe's just reliable, blade lineage sinclair is more potent as a damage dealer but much more fragile, and zwei sinclair is mid unless you're taking advantage of his strengths, so jefe is generally the choice
