When you hit enemy with Tremor - the stagger bar will become closer to.. well.. max HP by amount of Tremor.
It's a VERY low effect due to how hard it is to make a Tremor Burst and how small the effect is BUT it's potentially very broken IF you work on a team with tremor against some sturdy boss.
Quite sure tremor NEVER fully expires, it's only lost 1 per turn, which is it's main advantage over other effects.
It's just that the difference is quite small visually unless you stack a massive amount.
Try stacking a full party worth of tremor and going to face some boss with decent amount of HP and stagger bar being far into his HP to see how it works.
It's basically stronger the longer the fight would last due to how it stacks and is almost entirely not lost.
Just like with most effects - unless you stack it heavily you won't gain much profit.
also it's effect is pretty weak, I've run Ishmael with Nixie Divergence to auto-apply Tremor and give it duration, and the effect of using Tremor Burst was basically unnoticeable.
