I don't recognize any of the playable characters and i barely remember Ruina's storyline too.

Short answer? No.
Long answer? Not really, as Project Moon is designing this game as a jumping in point for newcomers. But I'd imagine there would be a lot of stuff that would be more interesting if you knew the context before hand.

The games don't really need you to know what happened in previous stories, which is why new people can pick any of them up. So you can start from any game, and will still enjoy it even without prior experience on how they tie in. Of course it doesn't tell you about what completely happened in previous games either, so you can go back and enjoy their stories at your leisure if you want to.

The Limbus characters are not present in any game prior; Limbus Company functions as their debut. However, multiple story beats are tied in some way to backstories of some characters in previous games. It is intended to be a jumping off point, but if you play the prior two games you'll get prior context for much of the lore. Library Of Ruina expands more on the setting, Lobotomy Corporation is the official starting point.
