Предложу 2 варианта решения : запустите для начала с параметрами запуска -dx11, если получится понизите настройки в игре.
Второй вариант находите файл GameUserSettings.ini в папке C:\Users\%username%\AppData\Local\MK12\Saved\Steam\Config\WindowsNoEditor и попробуйте понизить параметры в ручную

Тут же найдете разрешение, его тоже можете понизить. Плюсом советую удалить кеш из папки C:\Users\%username%\AppData\Local\MK12\Saved\Steam все файлы с D3D в названии.

After the patch, the game stopped running even on Windows 11.
If I launched it from Steam, the process simply stopped.
If I ran it from local files, it gave an error 0xc0000142
Today I decided to experiment:
1. I went to the local game files
2. C:\Games\steamapps\common\Mortal Kombat 1\MK12\Binaries\Win64
3. From the specified folder I completely removed two files “dsound.dll” and “SDL2.dll”
4. The game began to show signs of life - a die with Lu Kang began to appear, but the game crashed immediately after it.
5. I returned the "SDL2.dll" file - the game started, preparation of shaders began, HOWEVER, the game was stuck at 30-36%.
6. I tried to cancel the Shader training and was even able to enter the training, but there were staters.
7. I downloaded the "dsound.dll" library from the Internet and added it to the specified point instead of the remote one.
8. The game started, shader preparation reached 30-36% again, but it continued with application dependencies and ended.
9. The game works great in replacement!
P.S. Haven't tested it online yet.
