It is in the in-game store, purchasable with in-game currency, 800 Dragon Krystals I think. That's the only way I know how to get it.

Appearently if you buy MK1 key from GMG or another website you might get ♥♥♥♥♥♥ on this regard. MK1 support asked me to get in contact with Instant Gaming support but obviously they can't do anything about it since the skin has nothing to do with the key itself. Could be something else but I would guess that's the issue.

I am from LATAM, buy pre order, and I have the skin, I bought it through steam, perhaps, if you did it in an external store, method is different (a dlc code maybe?) or you do not get the skin for not registering the region of purchase, since that skin appears to me as a DLC installed

You just have to look for it in the game store on Steam and it's free, the problem is that it is not for all regions as in my case and technical support did not solve anything for me
