If you're running an NVIDIA card go to the NVIDIA control pannel>manage3d settings>program settings>add both of the MK12.exe then set energy management mode to perfer max performance, activate low latency mode and set your max FPS to 60. Another thing you can try is going to windows settings>system then on the search bar type graphic settings. On this new screen add both of the MK12.exe then click options and set them both to high performance
-First, I set my "mk12.exe" to always run as administrator.
(Right click on MK1 in steam and open "local files," browse to "mk12.exe," right click and go into "properties." Under the "compatibility" tab, check the box next to "run program as administrator.")
-I had to go into display settings and lock my monitor to 60fps.
(Right click on your desktop home screen and click "display settings." Click "advanced display settings" and set your "Refresh Rate" to 60Hz.
-Then in NVIDIA's MK12 program settings...
(Program should be called "NVIDIA control panel," once open, you should see two tabs, one titled "Global Settings" and one titled "Program settings." Click "Program settings," it may take a few seconds to load up. Click "Add" and find "mk12.exe." It will be in the folder you found to set as "admin." 'Whatever Drive/SteamLibrary/steamapps/common/Mortal Kombat 1/mk12.exe.' Select "mk12.exe.")
-Low latency mode to "Ultra."
-Max Frame Rate to "60fps"
-Power Management Mode to "Prefer Maximum Performance."
