"Shove" seems to replace the forward throw that always uses a kameo for every character afterwards, while the back throw doesn't.
So it's hard to tell if this an issue that should be fixed like maybe they can't perform the animation, but your opponent should still take damage for being caught with a throw. Or maybe it is by design and part of the skill set that you have to pay such close attention to your kameo that you need to be aware when its available or not to be part of the throw. I mean I could see the devs or some fans arguing it is by design and a skill related thing, but honestly it's more like they were too cheap/ lazy to animated an alternative forward throw for when your kameo is currently busy.
