Report a translation problem
1. Controls would bug out and simply not be compatible with the game, even after working perfectly prior (mixed up buttons and directional inputs that could not be properly re-mapped) -- a bug that NRS never addressed; let alone, fixed properly (at best, an update "reset" it to work, only for it to re-surface against later)
2. Player-2 could not use / access / share the unlocked content (gear and/or levelled characters) locally / on them player-2 side. This made local play very "vanilla", because gear changed char. stats, and player-1 using gear broke the game (to say nothing of the extra abilities player-2 missed out on). Thankfully, there are hacks now that allow for unlocking / using the abilities, even without unlocking them, and for both players; but, the gear issue is permanent -- effectively requiring two copies of the game to play using gear.
I think it's to do with NRS's coding, and likely because they focus on consoles which have separate player profiles by default, as well as proprietary peripherals (unlike PC, which myriad controller api's). MK11 fixed the content issue from Ij2; but, I do recall controller issues still cropping up in that game, from time to time -- especially after updates.
That is the persistent problem in all NRS games, and the only "fix" I've seen was in Injustice (1), where Player-2 mirrored Player-1 -- i.e., the second player would share even the XP of Player-1; resetting to the latter's XP after each re-start / session. In that game, there were no locked gameplay elements (abilities, finishers etc.); thus, that aspect of things did not come into the equation as it might have had were those systems been in place.
This pוֹssed me off no end with Injustice 2 (Player-2 being unable to access either lock unlocked abilities or gear), and I recall complaining about it in the official forums at the time, together with many others -- also finding many Plebbit posts to said effect, mostly asking "how" to allow Player-2 to use the content, while not realising they simply could not. It seems that despite the "new engine" .meme (I'm starting to doubt this claim with every passing revelation surrounding MK1 -- likely misdirection to put people off of the scent that MK1 = erstwhile Injustice 3) -- they still haven't nutted out how to allow players to play locally like in every other fighting game in living memory, including their pre-Injustice 2 games.
