Do you get Shang Tsung if you buy on CDKeys?

yep, every key i got works and their service is better than "official" distributors like gmg

Bought from kinguin, premium, did not receive the shang tsung key, they made a soft scam, first time happened, if they will not give me the key, i'll definitely never buy a key from them

Just because most of the keys work doesn't mean it's not shady. It's a grey market seller. Like i said they don't even have a legal notice, they hide their domain registration. Which non-shady business would do that? No infos on where their keys come from. They aren't an official seller. Not listed on isthereanydeal, r/gamedeals etc.
Go ahead and risk it from buying there, most of the time you won't get any problems, but saying there is nothing shady about them is just factually wrong.

Got mine from another website, they sent me two keys; one for the game and the other for Shang specifically.

No, I got only one key, I did get other DLC-s but no signs of Shang... :(
