It's simply a change in how they design characters that started after MK9 went ridiculously over the top, with the "almost entire naked" Mileena skin and the one-piece spandex things literally every women wore.

Sonya was supposed to be special forces but wore a crop top with a tiny police vest.
They very deservedly got slack from people who thought it degraded them as characters, and then started doing design differently.

People hated Cassie in MKX, but anonymous sources tells me that she somehow has more "Art" made of her than most other female characters.

consider this, maybe not everyone holds the same opinion as you. I absolutely hate the mk9 costumes and I think the women in this game look better than they ever have.
