Try add the MK12.exe to the Windows gaming mode and set High perfomance GPU and disable window optimizations.

you have there too, a button Change default Graphics settings, you can disable there some options too, to test.
I did the windows gaming mode part, and the power options. As for deleting the gameusersettings.ini, I can't because the game has never gone past the first splash box to even begin making the shaders

Also tried this but sadly doesn't work, guess patch is the only way, I tried everything...

As for others that can't even get past the first splash box for MK1, I'm afraid we have to wait. In the mean time UPVOTE this support ticket on their website ( https://mortalkombat1.bugs.wbgames.com/bug/MK1-91 ) to help us lessen the wait.
Truly unacceptable behavior from NetherRealm Studios, $110 bucks for week early access and I've already missed out on 2 days worth of gameplay.
Run a Windows CMD Console in admin mode:
And do these 2 commands one after another finish and restart your computer:
1: sfc /scannow
2: DISM /online /cleanup-image /restorehealth
and try run game.
If problem persists go to the folder:
...\steamapps\common\Mortal Kombat 1\Engine\Extras\Redist\en-us\
And install that .exe
