Could possibly be an error with the beta version of steam if you participated. Steam could be corrupted so All you'd need do is go to your steam installation and copy the steam apps folder over to a new drive for safe keeping . Then you'd use something like revo unistaller to unistall all traces of steam. You'd only redownload steam then after that just drag your steamapps folder to the location of steam/steamapps location on your C drive and let the platform scan your drive and that's it. You don't have to uninstall the game itself .

Sometime windows has issues and you'd have no idea because its still working .
