I had 2 weekly skins glitch out on me and I got both of them added (Li Mei and General Shao). I just ensured to take screenshots and regularly followed up with support through the email chain that gets created for the help request.
Help requests are better for any account specific issues and they create an email and you can use that chain to go back and forth with them till your issue gets fixed.
On their end they are allowed to unlock certain things tied to your character you log in with. When you either pay real money or perform something on their side, the will remove certain checkmarks or ticks on your account to allow you to access them. It's all built into the game itself. They just need your profile to tick their unlock.
Yes they have tools to manually fix stuff that should have happened naturally. Ideally it should not be needed but in the event it does, they can definitely do so on a case by case basis
I have had a friend raise a bug report for the weekly skin glitching while I did a help request. He didnt get it addressed while mine did. Might be a mere coincidence of who works on the item but help requests to me seem to be more effective in this aspect.
