Tips on how to break?

I don't quite understand why it never works when I am trying to actively use the break feature, just seems like random when it actually wants to work and I know I am probably doing something wrong but I can't seem to figure out what.

Throw break or Combo Break? Combo Breakers are done by hitting towards your opponent at the same time as right trigger while you have 3 bars of meter.

The combo breaker has to be timed with the opponents string with forward and block I literally spam it sometimes to no avail. It isn't a consistent feature that works especially if it's a bad connection D:

I'm pretty sure you need 3 bars and full kameo.
