Don't forget nrs has been paying competitive players as "testers" during the development on 1, either they didnt involve them at all or they 100% ignored everything they said and here we are baraka has 1 string into 1 special into 1 cyrax attack and you lose over 50%. Raiden has 1 string that serves as an opener, launcher, combo extender and combo ender, spam jax in there a few times and again you're losing over half your life oh and let's not forget those characters strings are safe, so they are free to just spam it out until it eventually connects.
If nrs cared at all about balance the game would not have been released in this state and there is 0% chance that they will improve things going forward. Given their history what you should expect are nerfs for reptile and nitara, but to answer your question, nrs and trash are one and the same, hands down the most willfully inept company in the fighting game scene, purely coasting by on a once good franchise,a franchise that 2 weeks post launch is averaging half the players of sf6 and is more comparable to 8 year old tekken 7 than any 2023 releases
I'm not aware of a recent NRS game that had decent balance. I know for a fact that the Injustice games were hilariously borked in that regard.

Here we go
It's the lean, green, ninja team
On the scene, cool teens doin' ninja things
So extreme, out the sewer, like laser beams
Get rocked with the Shell-shocked Pizza Kings
Can't stop these radical dudes
The secret of the ooze made the chosen few
Emerge from the shadows, to make their moves
The good guys win and the bad guys lose
Leonardo's the leader in blue
Does anything it takes to get his ninjas through
Donatello is a fellow, has a way with machines
Raphael has the most attitude on the team
Michelangelo, he's one of a kind
And you know just where to find him when it's party time
Master Splinter taught them every single skill they need
To be one lean, mean, green, incredible team

MK9 and MKX were the design and gameplay pinnacles of the series, and WB was involved in both those cases. However, since (c.2011 / c.2015) those game were released -- meaning, development took place throughout the late 2000s and early 2010s, respectively -- both the "accessibility" and "woke" agendae have put their political peddles to the metal. Moreover, the corporatisation of the video gaming industry has removed a lot of the developer control over their own creative vision; exacerbated by deadline and "crunch" centred workplace ethos.
So, ultimate attribution goes to WB; the games' core gameplay flaws still have to be shouldered by NRS... And the lies are all Edward Banoon's, alone, to own.
Why doesn't NRS do their own ports. I mean... why don't companies do their own ports anyway?
Please don't say cost saving because... why would someone want third party developers trashing their brand? That would result in lost sales?

people just have buyers remorse , they’re all just forcing themselves to like the game
