Is Sento bugged?

I've been trying to mess with some combos for Kenshi, namely in Sento stance. After watching a few videos of some top players using him, I wanted to adopt a cool one I saw for myself - That being F22>Kameo freeze (mine is sub-zero in particular) into Sento 2 (double dose as it's listed in the movelist). The move's second hit is seemingly able to be blocked only *sometimes*. Is there any explanation as to why?

Game is good but PC port is bad, updates dont fix anyrhing, game is made for consoles. If you have PS5 you can check it max everything on PC version it will still look worse. I guess PC version will need a year for full fix.

The game is not stable and constantly drops frames. After the patch it seemed that it got a little better, but it’s still not playable online. I think it’s not just the sento that’s broken and works crookedly, but also half of the functionality of all the fighters. And it's sad
