Sounds like a reiko player to me
If he didn't have shurikens, you could zone him out forever. You can just crouch his shurikens, you don't have to block them. It only becomes a mid when he uses meter for them, which you should only do if you want to chip people out :)
Reiko has no safe ways to get in; he can run-cancel, or he has to slide or do the running knee. Both the knee and slide are unsafe. If you block low, he only has his overhead as an option which means he has to be extremely close or he has to jump in in which case you can up block and punish him. He has no overhead strings and only one strings that ends with a low.
Again, not sure why you're saying all of this to me. I'm already familiar with Reiko's gameplan and weaknesses and I know the character is very strong but not S tier or "broken". You're clearly confused.
The advice was meant in general, if people are struggling against Reiko.
And I agree in that he's good but not S tier.
Anyway, I disagree with your take on his shurikens. That projectile is way too good for someone designed to be a grappler. It's very quick, it breaks armor and it even breaks Sub-Zero kameo shield (which is essentially the go-to counter-zoning tool in the game). As it stands, Reiko can cover his one weakness of getting spaced out quite well and with Darius kameo, he's a very solid character indeed. Time will tell. but currently he is in a very good spot.
