After doing this, I ran the benchmark and the needle stayed at 60 and didnt flutter even once. Stable as a rock.

The 60 fps patch causes weird graphical glitches so until that is fixed officially I wouldnt mess with that. I have disabled core parking and in the drivers I have enabled ultra low latency and limited fps for MK1 to 60. All these have now allowed me to have a very smooth experience.
I hope they do something, quick, it is unpleasant to have to search for such "fixes", while the game shouldn't need a fix at all
The 60fps to everything should be done like how MK11 got patched. Nothing should be at 30 fps. Hopefully that happens sooner than later through an official patch. However you definitely want to disable core parking. That seriously made a difference for me..
Many suggested disabling e-cores in the BIOS but I was like... hell no. I aint doing that just for one game, until someone suggested doing core parking stuff and that was truly a game changer.
Also go to Control Panel - Power Options - Set it to Balanced.
Then go to Start - Settings - System - Power - Set that to Best Performance.
There’s apparently a glitch with the old legacy power option and the new one.
Disbaling E Cores works as well but you have an AMD processor.
Go to your NVCP and set max frame rate to 60 fps. Set Latency mode to ultra and set power management mode to prefer maximum performance.
You can also try Process Lasso.
Try setting the CPU Affinity in task manager to Above Normal.
I have max performance power plan and I just had to disable core parking. On driver side, latency and max fps to 60 is set as always. With these settings, it runs a lot smoother now. E cores are still enabled btw so I dont think that disabling them really matters now with the changes I made.
