If you have Windows 11 there is an issue with the legacy power options and the new power options under settings.
You need to go to Control Panel - Power Options - Set it to Balanced.
Then go to Start - Settings - System - Power - Set it to Best Performance.
Then go into your NVIDIA Control Panel and set the power management mode to prefer maximum performance.
Also make sure you have the MK1 driver from NVIDIA.

Yeah. It's not recommended to mess with the registry for certain things and if you don't know what you're doing. This is a power option. Hardly anything and you can always revert back and save the old registry file. Not to mention if all fails, a complete reinstall of Windows. Why avoid 3rd party applications? The only reason would be for certain games that have an anti cheat in order not to get falsely flagged. The other reason would be for potential viruses but I'm pretty sure that program is safe and legit. It's better than completely disabling your e cores. When they are in fact utilised for other functions.
