Low performance on gaming laptop Rtx 3070
Gaming laptop Asus Tuf dash f15
12th Gen Intel(R) Core(TM) i7-12650H 2.30 GHz
RTX 3070
16GB RAM
Ive updated nvidia's graphic drivers. Running on low, the counter says 30 fps but the game clearly shows less.
Is this an optimization problem? (Yes, my laptop was connected to a power outlet)

yes it is an optimisation issue, alot of NVIDIA card users are experiencing similar issues, i have the same issues as well with very similar rig to yours, hopefully they release a patch to fix it

luckily i don't have any issue on gameplay or story mode with my laptop
3050ti and i5 11400h

So far I know that 12th and 13th gen intel CPUs are the reason for the stutters. A workaround is to disable the e-cores from the bios.

I am using Ryzen 7 6800H and I have the same problem. What will you say ?
