This would never work against pros like SonicFox.

Most people aren't on pro level.
When you low guard vs. unblockable you're normally put into a low launch that is hard to combo from. Because of the lead up from chain, it seems like Scorpion bypasses this mechanic entirely.
This locks out all counterplay. I don't believe there's a reversal window to armor out, and there's no way to ruin the combo (that I can find), outside of using the combo breaker.
It's probably unintentional, and there's a few ways they can patch it out without completely nerfing Jax or Scorpion.
This, to me, is proof positive that Kameos are a leftover from Injustice 3, that were either left it for want of a better idea to differentiate "MK12" from its predecessor game, or because of how it affected the game engine if they were to removed it.
Everything about the system smacks of Injustice -- down to how the "Clash" mechanic would have actually complimented Kameos, given how said "interruptor move" could be used without having full meters, and then led into a mini-game (i.e., it would not be as restrictive or as repetitive was CB's would be were they used to balance out the Kameo combo system).
Only time will tell in forthcoming tournaments. Players like Ninjakilla and the Chilean twins (ScorpionProcs and Nicolas) will be around in top 8s. Sonic stopped playing MK11 for a while after having achieved a lot (EVO, Final Kombat) but he will be back for sure in MK1.
