And, also, it's certain that Shang Tsung will also be included in any further "komplete" editions down the line (similar to how MKXL or MK11 Ultimate had the respective pre-order bonuses included)

I take this as you haven't played an MK that has Shang Tsung before.
When MK graphics changed into 3D and technology getting more advanced... it became technically impossible (well not impossible... but quite challenging). So Shang Tsung stopped morphing in his gameplay though he could still do it in the story.
With MK9, morphing returned but he could only transform to his opponent via soul steal. If he is controlled by the AI, it could went up to 3 characters in MK9 (2 pre-loaded before match as extra and third is you). As each character takes up memory, you can only morph into your opponent.
