Now, with the game's very credits seemingly omitting Antony Starr, and especially in light of John Cena being there -- despite Peacemaker, perhaps, being many months from actually appearing in the game -- everything is pointing to The Boys character either ending up voiced by a non-union actor (which does not leave much room for a choice, seeing as how ubiquitous the union is in Hollywood), and/or simply being an approximation done wholly by NRS, minus than input from Starr... Which would likely be a disaster.
On the other hand, the strike negotiations reached an agreement whereby those members already under contracts prior to the union action, could honour those contracts -- kind of an predictable compromise, given it would cause massive legal issues for the unions otherwise -- as mentioned in the same article that was primarily concerned with video game related work and the pertaining actors' obligations relating to the strike in question.
My guess:
If the strike is resolved by Q1~Q2 2024, there might not be any discernible effect on Starr's participation. However, if it drags on beyond that point, and the contract for Starr was somehow not penned until after the union action (difficult to believe it was, seeing as the DLC was one of the first things revealed about MK1), they may well either delay Homelander's inclusion (say, if the strike looks to be coming to an end), or use A. I. to mimic Starr's voice, even facial features.
Ultimately, this is a ꞇock-up by either WB or NRS, to announce the DLC's so early into the game's promotion cycle. For they would certainly have changed tact had the union issue cropped up a few months prior to the announcement of MK1. It's also very odd to show off DLC add-ons long before much detail is known about the game they're appearing in; DLC add-ons which are mostly non-MK related, no less. So, it's kind of karmic for WB / NRS to now be stuck in limbo... It would be unprecedented for them to cancel promised content -- maybe even legally fraught... So, one way or another, Homelander will appear in MK1. The question will be how much justice the game's incarnation does to the character.

The MK1 size includes the story mode fmv cinematics (even non 4K), Elden Ring has no fmv, GTAV doesnt either, and same goes for Monster Hunter.
NRS needs to include 8k textures. I don't care if this game takes 10 terabytes. I don't want to go backwards.
