Acquiring Armsmaster job is bugged?

I was able to get in the blacksmiths house by ambushing the debt collector blocking the door outside. Now I'm trying to talk to the retired blacksmith in Gravell to get the armsmaster job, however, every time I talk to him he just says:

"Huh? You the debt collector this month? You're not the usual guy.

Listen, I retired from the blacksmithing life. I don't have a single leaf to my name to pay you with.

I had hoped to work on a divine weapon in my lifetime, but I suppose now that's a dream I'll take to the grave...

They say the gods themselves forged the divine weapons. If I had one, why..."

He isn't giving me any prompt that I can acquire the job. I looked up online on how to unlock it and it seems all I have to do is knock out the debt collector then talk to the blacksmith, but that hasn't worked for me :(

When I leave, the area, change from day/night, reload, or start a main story quest, the same thing happens:

The debt collector no longer appears outside, instead he appears in the blacksmith's house. I can talk to him, fight him again, knock him out, but the debt collector still gives me the same prompt over and over. If I refresh between day/night, the debt collector reappears in different areas in the house whether he's awake or knocked out.

I'm not sure if there's something I can do to reset this so I can unlock this job?

Have you found one of the Rusty weapons yet? You might need one in order to prompt the Armsmaster job.

"They say the gods themselves forged the divine weapons. If I had one, why..." is a pretty clear indication of what you needed, but at least you got there.
