In Octopath 1 only one person could be each secondary class at a time, but in Octopath 2 you can get multiple "licenses"; 3 for each main class but still only 1 for each secret class. So you could have a warrior/thief, merchant/thief, and hunter/thief all at the same time if you get 3 thief licenses.
You can freely switch classes at any time though, and any passive skills you learn from a class can still be equipped without having the class as your current secondary class.
Octopath 2 also has new "EX skills" and "Latent Powers" which are unique to each character and separate from their class.
Well the EX Skils are still tied to their main job, though without hacking or modding it's not relevant outside of where you have to go in the menu to use it.
