Level isn't that relevant. Equipment, abilities and strategy is much more important.
Sealticge's Seduction on Temenos + Temenos' max boosted Player for Plenty = all characters have so much HP that it will take ages to run low on HP.
Sealticge's Seduction on Castti + Castti's max boosted Remedy = 9 buffs for all 8 characters. Can be extended with Agnea's Song of Hope.
Castti concocting 2x Pomegranate Leaf + Strenghtening Serum + Diffusing Serum + whatever you need = 4 BP for all 8 characters.
Partitio (with Arcanist) using Seal of Diffusion + max boosted Sidestep = all 8 characters become immune to physical attacks for 4 turns.
Inventor Agnea's buffs using her Latent Power are also very strong.
I'll add here the link of my video of how I beat it, maybe it can be useful for you. With this build I defeated him without taking any damage.

I extended the sacred shield with Partitio as a dancer, it took me a couple of tries. On the second stage I needed Partitio then Hikari before the Boss in that order and sometimes Wide was faster.
