I'm sure they did and i fail to see it as a problem.
There's no story or gameplay reason why the main character should be locked (he also ends up overleveled) and it's annoying when you want to prepare your 8 characters early for the final fight, and it constantly limits your team build (or at least until you complete the last chapter).
If you're 'preparing for the final fight' you will have already done your main character's story and can freely take them out.
What I mean is since you need two teams of four for the final fight of OT1 (I don't really know about OT2), I would have wanted to be able to freely switch out the first character so I can play the two teams interchangeably. It might have not bothered you but it was annoying for me and I can also attest for some other people. There’s no point in locking the hero in the first place.
