Best area to grind exp/hunt caits or puffs?

I'm around level 35, looking to grind up to 45 to start getting into the next areas. I have the hunter support skill for rare monsters and 2 octo pots and 1 cait powder equipped but can't seem to encounter any. Are any areas locked for not being able to spawn caits/octos?
