New Delsta Flats?
Does any1 know how to get here? It's at the south of New Delsta. I tried the underground waterway but cannot seem to find a way out.

That's the...Deserted Highroad I think. Maybe Abandoned Highroad. You get there through the Waterway in New Delsta during Throne's chapter 4.

That's not the Flats. The New Delsta Flats are north next to the Abandoned Village.

Ohhh its chapter locked. Thank you I get it now I haven't progressed enough on Throne's story lol.
