Sometimes it forces you to sit through ages of story and if you fail the following fight you get to sit through it again. Most can be skipped but not all. For someone like me who despises cut scenes and story garbage and would watch a movie anytime I want that sort of thing... it's annoying to say the least.
I skipped everything I could and had no trouble with what I achieved. I am sure things make more sense if you pay attention to it but if you don't care for it then it still seemed doable.
There are a lot of other reasons that stop me buying this game before the story does. I will wait till it's on a huge sale one day since as far as I am concerned the UI is deficient, only half the QoL features I would expect in any game are there and it seems to be built for controllers and not mouse & keyboard. If the amount of text is your only concern I think you will be fine.
I enjoy the dialog for the most part and feel a connection to all my characters, so it does not bother me. Additionally, I usually expect a lot of text from Jrpgs.
The story dialog is fully voice acted, so you don't always need to read. Additionally, you can skip cutscenes.
Personally though, I'd never play a game where I skip the story and dialog, particularly in a Jrpg since plot is usually a pretty big part of the game.
Octopath Traveler 2 has an excellent battle engine, but if you are concerned about doing too much reading, I would personally suggest you look into a less dialog heavy game. You literally have eight characters here, all with their own plots.
