I ran into chubby caits and king octopuffs roughly every 1 in 30 or so battles with or without the boosting accessories and passive equipped. I've ran into 3 cultured cait battles in a row with no boosting accessories or passives equipped, and equipped accessories and passives to not see another one in 30+ battles. It's a waste of slots and passives for what amounts to a placebo, I.E. does nothing.
I personally use the Octo Necklace and Ochette support skill (More Rare Monsters)
If you have dancer and merchant combo, you can also donate BP from the merchant to the dancer to use the (Bewildering Grace) at max BP for a chance of 2x x5 and 100x EXP!
Higher level areas and dungeons have higher chance of rares/octo/caits as far as I know.
