"Level up" is a bad term because Level is like the least meaningful of the four different ways to generally become more powerful.

I found some optional places but the levels are much too high to go into them so not sure about that comment. Maybe the west is different...
In terms of characters, I have 5 and am currently (levels 17-22) doing some chapter 2's as I go... or I'll explore a couple maps. I assume with the day/night differences in NPCs that there are some missables as well.
talking from my blind play (and early play, my team max level is 25) I feel like in the enemy level play a big role in scaling its damage..(I get some gear with 150 atk/magic atk)
it doesn't matter what gear you have in level10, level20 enemy can make the fight as hell...and level30 enemy nearly one shot you
are you talking about scenario of end game level ?
