Can someone point me to a low 20s dungeon or area?

Don’t feel like fighting this lvl 16 trash anymore. I’m close but not quite there for chapter 3s.

There's a place called Seat of the Water Sprite - it's 26. It's in Borderfall - between Montwise and Flamechurch. It's in the waterfall. But I did have trouble finding low 26s too - until I did the story quests for that level. Caveat - I did jump to higher level dungeons and got some powerful weapons from chests to help me get through the quests.

Easiest to access leaving from Montwise imo, if you cross the bridge you've gone too far and need to double back and look for a descending ladder. You should see it before you hit the bridge.

If you take the ship and go to the south island area where the Dancer chick is. There is a lvl 20 area to the right side of the map there. I grinded there for a bit
