There's always Autohotkey if you really want arrow keys.
Why do I need to use mouse for a game that doesn't really needs it?

The fact that the Arrow Keys cannot be rebind for a $60 game on 2023 should be concerning at minimum, I don't think there's place for discussion here.

You look like a fanboy who cannot understand that Square Enix support for their PC ports has been just horrendous and this is just another proof. PC games should be playable with keyboard and mouse. This game has no special needs for controller. Can't you see even indie RPGs have better keyboard support? Not being able to use Arrow Keys is just unnaceptable.
