But yes, it removes the Warrior's buffs and deals damage. It's good this way because you can power it up by stacking more buffs on yourself. You wouldn't have been able to do that if it was buffs on enemy as you can't really cast buffs on enemies.
The description isn't wrong in Japanese. It says
敵単体に自身の良い効果を全て消して剣でダメージを与える
消えた個数が多いほど威力が増加する
Which means the same thing except that it erases the user's positive effects, stated with the "自身の良い効果" part. I assume it's the part before it that confused the translators. It says it's directed at a single enemy, but it means the attack, not the effect negation.
