You can hover over the bench and the game will show an outline of anything you already placed there. Make sure you haven't put double bread or something. Also make sure there isn't a coin sitting there because that can happen and the are hard to see. If in doubt grab it all an put it on the ground nearby. (5 second rule)
When I was first doing it, I found it easier sometimes to make the sandwich separately (I had a stool for that, carefully sanitised and foodsafe of course).
Also if you are having issues, zoom right in, it is easier to see. The tomato is usually what messes me up, it is the hardest one to see and it's always the last ingredient.
And yeah, putting the cart away and getting it back out usually just gives you the same request.
It does take some practice to get it all happening, and there are other things you can do to get market coins and improve the drop rate of certain ingredients. Once you get a decent stock of ingredients, you can ride out the RNG and get steady income.
Maybe the could make it a bit easier to see, but I found it a fun mini game figuring it all out. I've made well over 1000 market coins doing it, and you can use them in vending machines or money boxes, or farm the stone foundation blocks as fillers for landscaping.
