In the Gold set is an altar that you can place items on to get them to appear more when you're dropping coins in. I would highly recommend unlocking a few of these e.g. getting lots of gold coins and spamming them until you have a few altars unlocked and then saving up your water coins until then. After that, you can try your luck getting a water piggybank and then putting that piggybank on the altar to (hopefully) generate more piggybanks and thus growing a collection. Eventually, you'll get to a spot where you'll have a few extra piggybanks and will be okay to put water tiles on those altars and start spamming water coins to get as much water as you want.
It's a bit of a process and requires some patience but you'll get there slow n steady. I like leaving my game open in the background while I watch youtube videos so I can harvest a bunch of coins all at once so I don't feel like I'm actively 'waiting'. Don't give up! The standard coins (gold, silver, and bronze) are going to drop at a higher rate but that's what the piggybanks are for - to convert those higher drops into special coins and that's very achievable with the method I outlined above.
Obviously, we are all having individual experiences and I don't want to invalidate that it may feel difficult, but the devs have already adjusted coin drop rates previously and I think it is currently in a great spot.
