if i build a base close to where an animal spawns, does it block the spawn?

No. You need to take this into account when picking a base location.

For instance my base is usually set up at the end of the inlet cove on the East side of the Island of Hope. There is a turtle spawn there and every now and then I'll turn around to see a turtle waddling through my base.
