The Hydrilla usually is individually spread around UW rocks and stands out because of its height (and being yellow), the Halymenia is in a dispersed group and harder to spot since it is much smaller and red and usually between large clumps of other unusable red seaweed.
You have to dive in these areas to collect them, no tool required, make sure there are no sharks around or have your trusty harpoon and wound medicine with you. Keep an eye out for urchins and sea stars as well, good food.
