Chapter 7 - Can't ring bell 3 times

Has anyone else run into this? I'm at the very last part of Chapter 7, and just need to ring the bell a final 3 times, but for some reason I can't get a third ring to register. The weird thing is I've done it for previously in this chapter with no issues, but this time it just doesn't want to work.

The game plays the sound like I've hit it 3 times, but only displays the graphic indicating the bell has been hit 2 times, and the characters act like I've only hit it twice. I've tried going faster and going slower, but a 3rd ring just never registers. I've tried maybe 40 times at this point. Looking closely, it looks like it's the 2nd ring that doesn't register. The game shows a graphic for the first hit, the nothing for the 2nd, then shows it for the 3rd, but then immediately stops giving me a chance to ring it and the waitress comes over.

If anyone is wondering, after a whole bunch more attempts at ringing the bell, I restarted the chapter and as soon as I got back to that part I was able to ring the bell 3 times with no issue.

I suspect the issue has to do with the fact that I didn't do the chapter in one shot before, and loaded just before the end portion I ended up being stuck at.
