The capacity of the DS of compress music isnt the best or so I heard sometimes, so i may get unpopolar here but the new one got the advance of not being on DS, isnt limited so more chances of being what the composer actually wants

I'm going to go with new one on this one. much more clear sounds.
I really like the new one! Higher quality, with a lot of fun instrumental choices (electric piano, more theremin, electric guitar, etcetera) which brought new life to tracks I've listened to dozens of times over the years since playing the original.

It'll always be impressive to me what they managed to produce with the DS sound chip (and not "in spite of", I actually like the crispy sound of the DS, it gives it soul and flavor).

But. They somehow managed to improve the soundtrack in this remaster, while also retaining all of the soul from the original. It's amazing. Most of the tracks are even more of a banger in this new version. If I had to vote, I would say New for the remaster for sure, as it fits the new HD visuals better.

The only track that was a downgrade imo was the police department one, it slapped more in the original. Otherwise, I kept it on New the whole game and it was still a 10/10 soundtrack. God tier sound design throughout the whole game.
Both are good honestly. I'd hear the original if you haven't heard it yet, and the arranged if you have. Or vica versa.

They're pretty much the same just the instrument choices are different here and there.
Some people will just prefer the more bitcrushed instruments of the DS soundtrack, but I feel like the new OST is just objectively better overall. Maybe there will be 1 or 2 tracks that I'll prefer the DS version for, but I seriously doubt it.

i really really like the ds version compared to the new arranged versions of the songs. the arranged versions just dont capture any of the emotion that the original songs have. just look at COUNT DOWN or The Last Desperate Struggle. Hell, even 4 minutes before death and Fate Changed are better on the ds imo.
