Also, she's very cute.
I think Abby scales the easiest with some weapons, certainly.
But if we're talking strictly in terms of consistency?
Shana's probably the top dog. She can take any weapon for any build and reliably get exactly what she needs at every stage of the game.
She even creates some unique insane builds, like Abby's ability does, if she gets lucky with her double perk pickup. (though, she doesn't need it to easily reach map-wipe status, because lady luck favors her about twice as much.)
Something like this is how I'd place 'em as is.

You can d15 with anything, the real trick is how easily it can be achieved~
Hina isn't that bad, no, she's average. She's not actively detrimental, her abilities just don't really help her scale as well as the others, which in the end is the priority.
Quick rundown of the methods for the others you didn't list
Shana: Very vanilla builds, but she can do ANY of the vanilla builds really quickly by virtue of rerolls. If you know what builds work decently for the weapon you picked, she can make it happen.
Lilith: Her ability just accentuates her damage. You play her as normal. Of course, the batgun works well for what she has.
Diamond: Same as Lilith. She works best with guns that have good early-game scaling because Diamond's abilities tend to only really start to do anything at midgame.
Raven (felt like adding this): The crows are a neat way to apply curse and a pacifist run is actually kinda funny, but the fact is that if your gun isn't already 3x the strength of your crows at about 5-8 minutes in, you've either got some god-awful RNG or you picked really badly. Curse-based passive build is funny but truthfully, it's best to use it as bonus damage and focus on amping your gun damage for its own sake.
Scarlett: Same concept as Raven. Don't rely on her fireball as a primary, but of course, choose weapons that trigger it fast so you can scale the early/mid-game quickly.

Yuki: Same as Scarlett.
Luna: Now that blackholes aren't ACTIVELY suicidal, she can be played like a normal character. OG Luna was straight up so bad she made runs harder the more you used her abilities. I'd prioritize builds that don't reload as often. Frankly it's still not that helpful for blackhole to trigger often. NOT taking her upgrades might be more useful at times.
TLDR: Play her normally, but be aware of what taking each individual upgrade she has does to your current build.
Hastur: Play normal, hope you win. Summons are bait.
GENERAL ADVICE
- "ICE IS NICE", said Knack.
- Summons, glare and most of the HP perks should be avoided unless you feel you need the hp or your build is very specific for it.
(specific builds also happen to be harder to pull off...)
- Pierce > Bounce. Fight me.
- Any abilities that cause immediate chain effects on enemy death are top tier picks.
(curse as the only one I don't think is worth. honestly I only take curse for the +30% damage taken and the others are picked up if absolutely nothing of value is offered)
- Know your synergies. And don't mix them without thinking about the result.
- Batgun is the easiest gun to d15 with on many characters just because it benefits from almost all the good perks, even without synergy. Elemental, bullet damage/pierce, large clip, fire rate, reload. You just need to make sure to focus damage quickly for the first 5-10 minutes so you don't implode. The t1 movespeed and runspeed are worth, too.
Even miniclip, but I'd tell you not to use miniclip on batgun, because it worsens the value of firerate/increased clip perks.
