Flame cannon shoots really fast but range is short. Start with Lightning, Sniper, Ice or split shot trees (in that order) and add Fire afterwards. Quick reload and fire rate are also good improvements as is walk speed but those can wait if you have any of above to pick.
With cannon fire rate Lightning really spams so lightning final skill is great, extra ammo on lightning is very strong too. Sniper adding range and finally finishing low hp monsters is also great addition. Ice helps kite monsters while they burn and stuck on frozen ones. With lots of small taps gun does frostbite is still awesome. Fireball in fire tree spams simillarly to lightning.

Don't take:
Dragon Tree
Ghost Tree
Health Tree
Reload Tree
Vision Tree
Weaponry Tree
Everything else is good. What you want are more projectiles, fast fire rate, all elemental effects, pierce, bounce, bullet speed, Tome of Rage, Tome of Elements. Holy Shield is good too for synergy with Energized for more continuous firing when you aren't proccing Ethereal. Also, try not to open too many trees at once. If you do that, it gets harder to finish the ones you've started and you have a greater chance of having a half-baked build.

With that out of the way, what makes the build? It's important to understand that the Flame Cannon is a bad weapon in the beginning. Far, far, faaaaaaaaar outclassed by the Dual SMGs. But don't let that sad beginning blind you to the potential of the weapon when built right.
Your MAIN priorities, in order, are (as in, get them ASAP):
*Pyro Mage -> Fire Starter (absolutely essential. With the Flame Cannon's rate of fire, you'll be spitting out a barrage of fireballs) -> Intense Burn
*Frost Mage -> Frostbite -> Shatter (still a great crowd control)
*Electro Mage (again, because of the Flame Cannon's high rate of fire, you'll be triggering this a LOT)
*Haste -> Run & Gun (essential for maneuverability and survivability in the first half of a run)
*Double Shot -> Split Fire -> Fusillade
*Power Shot -> Splinter
That's the core of the build, upgrade wise, everything else is window dressing. But let's check some non-essential, but also good things:
*Take Aim -> Penetration -> Assassin
*Rapid Fire -> Rubber Bullets
You can safely take anything that raises your Piercing and your Bullet Speed (it effectively increases the Flame Cannon's range). Synergies to look out for would be Frost Fire, Overload and Gun Mastery (this does require you to take "Quick Hands -> Armed and Ready" which becomes redundant later on, because of the Ethereal, but it helps a lot in the beginning since you won't be proccing Ethereal consistently and will be reloading frequently).
Non-essentials that are otherwise nice to get when you have nothing else going on:
*Divine Wrath
*Blazing Speed
*Electro Bug (better than Energized to access Electro Mastery. Avoid Energized if you can, if you cannot, well, it's not a huge problem)
*Magnetism Tree (I usually avoid it unless/until I have no better options)
*Glare Tree (absolutely non-essential but it doesn't hurt either when you have nothing else to get, especially that Sight Magic)
Tomes to look out for:
*Book of Elements (a no brainer, really)
*Tome of Rage (a work of art when coupled with Pyromaniac and Ethereal. And, ahh, don't forget to spin)
*Tome of Power (now, this is a trade off, the loss of fire rate will hurt you if you don't have Pyromaniac yet but the +1 Piercing and the Bullet Size +100% are really nice if you don't have better options)
*Tome of Elasticity (the Bullet Bounce +2 is pretty nice. Not essential, mind you, but good if no better options are available)
The optimal order to unlock Scarlett's chest abilities would be Pyromaniac -> Pyro Affinity -> Lasting Flame, but you gotta learn how to adapt to what the game gives you. Still, getting Pyromaniac and Tome of Rage early is always a victory. But, then again, playing Scarlett with the Flame Cannon or the Dual SMGs is always a victory if you know what you're doing.
This is pretty much it. It may take a bit of practice to get in the groove with her but once you do, the white screen of death is a sight to behold. Good luck.
