Make sure your system is up to date:
Update in order: OS, BIOS, chipset, GPU (use DDU and follow instructions on the page). Reboot in between each.
Verify your game files:
[Steam Library] -> Right click on Road to Vostok -> Properties -> Installed Files -> [Verify]
Disable fullscreen optimizations:
[Steam Library] -> Right click on Road to Vostok -> Manage -> Browse Local Files -> Right-click Public_Demo_2_v2.exe -> Compatibility tab -> [check Disable fullscreen optimizations]
If you have a non-Vulkan GPU try the OpenGL renderer (can cause graphical issues):
[Steam Library] -> Right click on Road to Vostok -> Properties -> General tab -> Launch options -> [add `--rendering-driver opengl3`]
If that doesn't work, instead try disabling Hardware Accelerated GPU Scheduling to see if there's a difference:
Windows Settings -> System -> Display -> Graphics settings -> uncheck Hardware-Accelerated GPU Scheduling. Reboot.
